Excess
on all channels. Everywhere you look, you are confronted with more and more dramatic facts and figures as to worldwide economic, ecological and social crises. The grossest-possible misuse of resources, an accelerated technological change in all industrial sectors and the all-round digitalisation of everyday life are creating new structures at an ever-faster pace.
It is in this neoliberal climate that the notion of a maximally productive and flexible homo consumericus – and a high degree of self-optimisation – is propagated. A message that applies especially to women: obsessive navel gazing or unreflecting compulsive act?

Reason enough, then, to put Excess in the sights of our Focus section in 2013 – the section of the festival that looks at historical and contemporary films made by women in the filmic, aesthetic and cultural context as well as from the angle of social relevance.

A year after the Arab Spring, the festival is pleased to organise an encounter with women film-makers based in North Africa and the Middle East whose films were made before the actual uprisings.
The women's multi-layered and imaginative analyses of their societies from within offer an intriguing look at areas of conflict and levels of contradiction in the Arab world. What stories do the Arab film-makers have to tell and what are the female characters like?

Focus: NOW WHAT - Films about Getting out of Here
Nowadays, we are treated to a wealth of information about the current global crises — poverty, environmental destruction and all those finance markets supposedly teetering on the edge of the abyss. Yet the time for far-reaching political change is long overdue. After all, despite the dramatic consequences of a consumerist lifestyle, the goal of non-stop growth continues to be propagated. Natural resources are being wasted as though there were no tomorrow, while the international finance markets seem to operate free of any legal or ethical restraints. Is the public sector today ruled by economic interests and nothing else?

Country Focus: Around the Balkans
With the collapse of socialism as we knew it and the formation of new political systems and countries, the last 20 years have witnessed a dramatic transformation for many states in South-East Europe. The aftermath of the traumatic war in the former Yugoslavia had a significant effect across Europe and it is hardly surprising that it should be now the theme of many films from that area. For film-making in the Balkans has become more than a matter of culture. It is now seen as a profound way of expressing a new identity and acting as a forum for reflection on political events.
In this year's Country Focus, the Dortmund | Cologne International Women's Film Festival provided women film-makers from that part of the world with a broader platform and gave viewers a chance to come into dialogue with the directors themselves.
